Delivery Executive

About your role:

We are seeking a dynamic and experienced Delivery Executive to join our Government Solutions team, supporting a State of Texas contract. This client-facing, senior manager role will provide delivery leadership within a matrix environment, ensuring successful execution of complex public sector initiatives. The Delivery Executive will collaborate with client stakeholders and internal teams to maintain service quality, manage delivery risks, and drive continuous improvement.

What you’ll do:

  • Provide senior-level delivery leadership for a large-scale State of Texas engagement, ensuring alignment with contractual commitments, SLAs, and client expectations.
  • Lead governance activities including risk and issue management, dependency tracking, operational readiness reviews, and escalation handling.
  • Collaborate with directors, workstream leads, and cross-functional teams to manage scope, schedule, budgets, and quality across multiple concurrent workstreams.
  • Oversee vendor and subcontractor delivery, contract compliance, and performance management within a matrix environment.
  • Drive continuous improvement initiatives, post-implementation reviews, and operational handover processes to improve efficiency and outcomes.
  • Build and maintain executive client relationships; prepare and deliver executive-level reporting and presentations for client and internal leadership.

Experience you’ll need to have:

  • 10+ years of experience in program and portfolio management for large-scale IT implementations, including governance frameworks and executive reporting.
  • 10+ years of experience in security and compliance for public sector IT (NIST SP 800-53, FedRAMP, PCI DSS).
  • 8+ years of experience in cloud platforms and enterprise architecture for public sector deployments (Azure, AWS GovCloud).
  • 8+ years of experience in system integration and APIs (REST/SOAP), middleware (MuleSoft, Tibco), and large-scale data integrations.
  • 6+ years of experience with delivery and ITSM tooling (ServiceNow, Jira, Confluence) and vendor/contract management platforms.
  • 6+ years of experience with payments and financial systems, including ACH/NACHA and payment gateway integrations.
  • 6+ years of equivalent combination of educational background, related experience, and/or military experience.

Experience that would be great to have:

  • PMP and/or ITIL v4 certification.
  • Prior experience delivering large-scale public sector implementations for State of Texas contracts or similar state government programs, including familiarity with DIR/state procurement processes.
  • Experience with payment solutions and financial systems integrations for government clients.
  • Proven experience managing complex vendor ecosystems and subcontractor delivery in highly regulated environments.
  • Executive-level stakeholder management and reporting experience, including presenting to state leadership and steering committees.
